Head, Direct Assessment at Ekiti State Internal Revenue Service (EKIRS)
Job Title: Head, Direct Assessment
Location: Ado-Ekiti, Ekiti
Employment Type: Full-time
Duties and Responsibilities
- Interface with new growth and relationship management units and all other available means to gather a concise database of all taxpayers subject to Direct Assessment
- Periodically update the database and ensure it includes a significant percentage of all major direct assessment taxpayers in Ekiti State
- Make sure that all major taxpayers are captured in the Revenue’s central database.
- Ensure that tax liabilities agreed to with the individual taxpayer are a fair reflection of the income earned by the taxpayer
- Establish a scientific and systematic approach within the statutory regulations, in determining the tax assessed on each taxpayer
- To manage team members, and with the support of the HR unit ensure they are adequately trained and have the resources required to deliver on their tasks
- Interface with the tax audit, database management unit, and Head of Legal to ensure the best results
- At every opportunity, leverage technology and the Revenue’s database in performing tasks
- For the team; Communicate job expectations and monitor performance in line with HR policies.
- Regular communications with Director PIT on team achievements and challenges
- Ensure all key processes within the unit are properly documented, key risk areas identified, and mitigating controls are put in place and constantly monitored
- Any other task that may be assigned by the Director, PIT
Minimum Qualifications
- Bachelor’s Degree in Accounting or a related field
- ICAN ACCA or its equivalent
- CITN
Experience:
- Minimum of 10 years cognate experience in tax administration (at least two of which have been in a lead role) and at least 4 of which were specifically in Personal Income Tax administration.
Proficiencies:
- Conversant in the preparation and analysis of financial statements
- Very strong analytical skills Good interpersonal skills
- Proficient in Excel, Word, and PowerPoint.

- Supervise his team of tax collectors to carry out their functions of enforcement.
- Ensure staff possess the prerequisite documentation to conduct enforcement exercises
- Work closely with Tax Audit and Legal departments to ensure the best results
- Respond quickly and decisively to notifications from the tax audit or legal departments
- Manage staff by training employees, communicating job expectations, and monitoring performance in line with HR policies.

- Receive briefs from the tax audit unit and design processes and procedures to be followed to investigate the activities, records, and assets of any taxpayer suspected of evading taxes.
- To establish a scientific and systematic approach to determine if a taxpayer is evading tax or involved in other fraudulent activities.
- Gather sufficient evidence in the course of investigations to support the prosecution of an erring taxpayer
- To manage team members, and with the support of the HR unit ensure they are adequately equipped to deliver on their tasks
- Interface with the tax audit, Head of Legal and Enforcement units to ensure the best results
- At every opportunity, leverage technology and the Revenue’s database in performing tasks

- Oversee the functions of the accounts payable and treasury accountants thus providing quality assurance of data generated and safeguarding the assets of the Revenue

- Develop and implement a comprehensive, integrated, and effective human resource management framework (systems, policies, and procedures) covering Organisation Design, Talent Management, Performance Management, Rewards Strategy, and Employee Relations.
- Identify and implement specific human capital improvement initiatives required to support the long-term growth and stability of the Revenue.
- Facilitate the development of an ideal organisational culture and system of values within the Revenue
- Ensure the Revenue is able to retain its best staff, who deliver against set goals and objectives.
Organisation Design (OD):
- Serve as custodian of the approved organizational charts and manage the process for organisation re- structure and job design across business units
- Develop OD solutions and provide advisory support to management regarding organisational effectiveness
- Determine the organisation’s manning requirements and ensure efficient allocation of manpower for organisational effectiveness

Performance & Talent Management:
- Oversee the recruitment life cycle including sourcing, screening, interviewing, selecting, placement, and confirmation of all new hires.

- Ensure periodic performance reviews and support line management in addressing performance shortfalls.
Employee Relations, Welfare & Rewards:
- Review the Revenue’s work practices and/or conditions of employment, ensuring best practices and compliance with relevant labour laws.
- Establish a relationship of trust and understanding with managers and employees. Investigate, manage and resolve employee relation issues including disciplinary and grievance matters
- Design, plan and coordinate employee welfare programmes – Health Management Schemes, Group Life Assurance, catering, safety measures etc.
- Develop a reward strategy that supports the Revenue’s objectives, drives and rewards performance, and creates value for all stakeholders
- Periodically review the businesses environment and reward practices that promote the organisational culture
- Provide monthly payroll advice and supervision; ensure salaries are duly paid and statutory deductions are remitted as at when due.
Minimum Qualifications
- Bachelor’s Degree in a relevant field
- A post-graduate qualification in a related discipline and/ or certification from a recognized HR body such as CIPD/SHRM/CIPM
Experience:
- Minimum of 7 years of experience in an HR environment with at least 3 of these in a supervisory role Knowledge of labour laws

- Employ a risk-based approach in conducting internal audits as required by management policy, statute, or ad-hoc request by the Chairman. To be performed under the supervision of the Head of Internal Audit.
- The evidence-based audit report will address the adequacy of the Revenue’s governance structure, risk management, and internal controls.
- Make recommendations on risk mitigation without compromising the independence
- Work with the external auditors to strengthen the organization’s risk management system
- Provide oversight on identified processes such as the Revenue’s procurement of goods and services

Minimum Qualifications
- Bachelor’s degree in related discipline
- Relevant professional qualifications such as ICAN or ACCA, or it’s equivalent
Experience:
- Minimum of 7 years cognate experience, with at least 3 years in audit and compliance within the private and/or public sector
- Knowledge of public sector policies and guidelines governing civil service operations would be an added advantage and good knowledge of Nigerian tax laws and administration
