We are recruiting to fill the following positions below:
Field Disbursement Officer at the Islamic Development Bank (IsDB)
Job Title: Field Disbursement Officer

Job Purpose
- Review and verify operational disbursement requests and documentation in regional hub in coordination with project management unit or equivalent agency.
- Determine whether the disbursement request should be approved, reduced or rejected in accordance with Bank’s policies and procedures. Allocate disbursement commitments to relevant contract and ensure timely completion of the disbursement.
- Maintain accurate and complete records relating to regional hub’s project accounting activities, coordinate with respective parties for resolution of disbursement related problems.
- Provide support to negotiations, mission preparation, and disbursement workshops.
Key Accountabilities (not exhaustive list)
Dues and Disbursement Management:
- Process disbursement requests from project management unit or equivalent agency in the regional hub to verify and determine the appropriateness of requests and supporting documents for the disbursement in accordance with Bank’s policies and procedures
- Liaise with regional hub management and executing agencies and borrowers, in the resolution of disbursement related problems
- Draft clear and concise correspondence to project management unit or operational staff regarding disbursement related issues
- Monitor utilization of Special Accounts, ensuring that the funds are properly accounted for and used in accordance with Bank procedures
- Participate in project missions to verify use of project finances and resolve disbursement issues
- Participate in technical discussions and new project negotiations to ensure that disbursement arrangements are compliant with Bank’s disbursement policies
- Prepare periodic reports on disbursement activities and disbursement projections for the regional hub for management
- Maintain reliable and timely financial records for project accounting and reporting on the performance of the portfolio with special focus on approval, disbursements, cancellations and recoveries in the regional hub
- Participate in reconciliation of project balances and issuance of project statements to Member Countries (i.e. reconciling borrowers’ and the bank’s records)
- Prepare and update repayment schedules, prepare billing statements and track the repayment of amounts due and overdue in the regional hub
Financial Analysis:
- Perform specific analyses of financial or operating data and submit recommendations for consideration of management
- Analyze the current projects status and identify any problem areas that warrant attention of the concerned departments
- Participate in standard and ad hoc analyses to meet variety of management objectives
Policies, Processes & Procedures:
- Participate in drafting policies and procedures as per management instructions
- Provide guidance on interpretation of IDB policies and procedures, and regulations applicable to operations financing in regional hub
- Analyze and identify gaps and suggest improvements to policies or procedures for more effective operations
Reporting & Communication:
- Prepare ad-hoc reports as and when required by management
Job Requirements
Academic qualifications:
- Bachelor’s degree in Accounting, Finance, Economics, Business Administration or related field is required
- Aptitude for figures and attention to detail
- CPA, ACCA, CMA or an equivalent certification is preferred
Experience:
- At least 5 years of direct relevant experience in finance and accounting
- ERP and procurement experience is preferred
- Audit experience would be an advantage

Project Management Specialist at Islamic Development Bank (IsDB)
Job Title: Project Management Specialist

Job Purpose
- To Conduct bank’s technical-assistance operations due-diligence and design, conduct day-to-day technical-assistance operations management activities, and conduct day-to-day development-project operations management activities under the guidance of Project Team within approved costs, timeliness and quality, to ensure efficient execution of the bank’s mandate to support economic development in the associated member and non-member countries
- Responsible for day-to-day communication, monitoring, and implementation support to the project management units and executing agencies; supervision of project contract management and financial management; preparation of implementation reports to the bank management, and proactive mitigation of project implementation issues
- In addition, provide support in: project preparation and appraisal, portfolio quality review, procurement review, and disbursement processes
- Contribute to knowledge management agenda by identifying lessons learned from the projects.
Key Accountabilities (not exhaustive list)
Project Appraisal:
- Provide support to the Project Team Leader in the execution of project preparation and appraisal to ensure comprehensive due diligence of the technical, financial, procurement, institutional, economic, social, and environmental aspects of project proposals in line with the operations manual and applicable policies/procedures of the bank.
- Lead technical-assistance operations design and preparation exercise, to ensure comprehensive due diligence of the technical, financial, procurement, institutional, economic, social, and environmental aspects in line with the operations manual and applicable policies/procedures of the bank.
Project Implementation and Monitoring:
- Coordinate with respective Project Team Leader in all aspects across the project implementation.
- Lead periodical preparation of project implementation assessment and support report of each project under his/her portfolio, to ensure implementation issues and proposed action are documented as reference for smooth execution.
- Maintain adequate, up-to-date, and accurate project information and key records in the bank’s operations management system.
- Assess implementation arrangement of Bank’s approved operations, and provide recommendation on bank’s position to relevant authorities.
- Contribute to maintenance of project implementation plans to ensure ongoing monitoring of project progress, pro-active identification of issues, recommendation and implementation of action plans to resolve issues promptly.
- Review implementation quality and progress of Bank’s approved operations, and provide recommendations on actions to improve to relevant authorities.
- Provide input to the relevant Procurement and Financial Management staff in their respective duty ensuring procurement and financial management of projects are in line with the policies of the bank
- Assess contract management and financial management activities of projects, and provide recommendation on bank’s position to relevant authorities.
Project Closure and Review:
- Provide input to Task Team Leader from the Global Practice in the development of project completion reports at the completion of each project, to ensure key issues and lessons learned are documented for reference in future projects.
- Compile input to Sectoral Teams in Global Practices, Knowledge Management and the Institutional Learning Unit to ensure lessons learned are recorded for reference in future projects.
General Project Management:
- Provide input to Project Team Leader regarding the operational cycle of projects to ensure necessary operational policy and procedural improvements are implemented.
- Support Project Team Leader in engaging external expertise according to the bank’s procurement policy, to complement internal resources ensuring quality project due diligence, implementation, and lessons mining.
Job Requirements
Academic and Professional Qualifications:
- Bachelor’s Degree in Engineering, Economics, Management, Social Sciences, or related field, preferably with Master’s Degree or equivalent.
